Gotcha, that makes sense.
Just be sure to think through people walking/standing in front of the camera. If the camera can't get above everyone's heads then that is something to consider as you plan this out.
In this situation I would probably recommend the Manfrotto Nitrotech 608 fluid head.
As far as tripod, this can be adjusted a bit for your budget. Just be sure to get one with a flat base if you choose the Nitrotech fluid head.
If you want a tripod that will last a long time and give you tons of flexibility, then check out the Manfrotto 028B tripod (affiliate link). It is built solidly and can go up over 7'.
If you want a decent budget-friendly option, then check out the Manfrotto 755XB tripod. It won't be as stable as some of the tandem leg designs, but it is a good bang for the buck if you're on a tighter budget.
